1. The substations must be accessible to authorized personnel and vehicles at all time.
2. The proposed access road to the substation entrance shall be built to withstand heavy vehicles with a total weight of about 10 tons.
3. The substation and access roads shall be located at least 300 mm above the final flood level of surrounding area.
4. Proper drainage around the substation is to be provided.
